Les lois du 14 et 19 décembre 1789, votées sous l’influence de Mirabeau, créent 44 000 communes.
La commune de Rambouillet, qui compte alors environ 3000 habitants, désigne Jacques Thiery, Procureur au Baillage, comme premier maire. Son mandat ira du 9 février 1790 au 13 novembre 1791.
